The Culture Information Systems Centre (hereinafter - Centre) shall implement investments in the European Union Recovery and resilience Mechanism Plan 2.1.1.1 from August 2023 to December 2025. Modernisation of governance and Digital Transformation of services, including Business Environment Project 2.1.1.1.i.0/1/23/I/VARAM/004 “Joint ICT governance and Digital solutions for cultural institutions”.

Objective of the project:

Digitisation of the basic activity processes of the sector, which includes adaptation of the basic activity information systems (IS) of the sector in conformity with the targeted architecture of the public ICT (improvement of the existing common catalogue of libraries of national significance, improvement of the common catalogue of the national Museum collection, improvement of digital processes of the information system “heritage”, digital transformation and improvement of services of the national Archives of Latvia (LNA)), and improvement of centralised ICT management of the department of the Ministry of Culture.

For the achievement of the objective of the project of the action:

  • Creating a new public LNA e-services site taking into account best practices and user needs, including accessibility requirements and easy access from mobile devices. The site will offer an LNA Resource Finder associated with e-services and services will be provided in different languages.
  • National information system “Joint Catalogue of Museums Collections” reconstruction and modernization of the public environment, making it a modern and user-friendly platform for distribution and popularization of cultural heritage accumulated in Latvian accredited museums, including ensuring compliance with accessibility requirements and access to mobile devices.
  • Improvement of the working environment of THE NMKK by restoring several functionalities of the working environment of museums in order to facilitate work with THE NMKK IS everyday for more than 700 users – 130 employees of the accredited museums of Latvia, thus contributing to the increase of the national Museums collection to be viewed publicly.
  • Improvement of digital processes of the information system “heritage” for electronic storage, circulation and management of monuments and cultural and historical landmarks in order to improve publicly available e-services in accordance with modern requirements, speed up and simplify the process of document circulation and integrate with the Construction information system (BIS).
  • Improvement of the common catalogue of libraries of national importance by merging the common catalogues of public libraries, building on the data of the existing common catalogue of libraries of national importance (https://kopkatalogs.lv/), improving quality control and ensuring a common integration of reader registers and systems with DOM and ATS).
  • Implementation and improvement of a common infrastructure, computer management, security solutions, user accounts, software, support service in the Ministry of Culture (KM) department.
  • Project management for the implementation of activities and the achievement of objectives.

Indicators to be achieved by the project:

  • Centralised ICT management of the CFR is ensured; a single Departmental ICT support system has been established; new ICT services and helpdesk have been created
  • A new Latvian national Archives (LNA) e-services site has been created for easy use and processing
  • Accessibility of the public Digital solution of the national Museum collection Common Catalogue (NMKK) has been improved
  • Improved information system (IS) “legacy” e-services, speeding up and simplifying the document circulation process; integration of IS with Construction information system (BIS) has been carried out.
  • Common Latvian Library Common Catalogue has been established

Project benefits:

  • The creation and development of cultural information systems (IS), platforms and e-services will contribute both to the development of existing IS, adapting them to contemporary requirements (including the use and accessibility of modern technological solutions for people with disabilities), and to the re-use of data in the fields of education and business, the creation of new products and services, and to the development of unified governance of digital cultural heritage and cooperation between institutions; cooperation of cultural heritage and memory institutions with society will be promoted, including improvement of the quality of services of the cultural sector as a whole
  • Centralised ICT management by the Ministry of Culture will improve the day-to-day operational processes of departmental institutions, the project will result in an efficient reallocation of departmental ICT resources, increased ICT competences, reduced administrative costs
  • The creation and upgrading of new cultural e-services will ensure a reduction in administrative burdens for the sector as a whole

 

Project budget: EUR 2 477 960, of which EUR 2 084 000 from the Recovery Fund Plan and EUR 393 960 from the State budget to cover VAT.
